yes but that doesn't mean that you're going to get arrested everywhere that you go just because you're gay.
You are more likely to get arrested for being abusive to somebody who is gay than actually being gay and then some people will say the UAE does not allow public display of affection sure but that also applies to straight couples and gay couples. The bottom line is the UAE authorities do not care if you're gay or not. The only thing they care about is not advertising such things in public. So as long as you don't advertise the fact you're gay you will be fine.
